Fiscal 2027 opened on a stopgap: Breaking Defense counts 150+ new military program starts facing delay under the CR, yet the same week the Air Force ordered 22 more F-15EXs, Boeing won the Navy's F/A-XX fighter award and NASA let $1.4B of enterprise-logistics BPAs. The mechanism is legal, not budgetary: a CR funds previously authorized production and follow-on work but bars new-start obligations, so headline award flow looks healthy while the new-start pipeline goes dark. Falsified if action-level award records show new-start obligations holding month-over-month, or if the stalled items are only low-value pilots.
