A continuously captured, structured extraction of every Dallas–Fort Worth Planning & Zoning agenda packet: 3,862 zoning cases across 99 municipalities with 152 live cases currently moving through agendas. Each case is parsed out of 200-page municipal PDFs into location, acreage, current and requested zoning, petitioner or owner, hearing date and staff recommendation, covering rezonings, specific-use permits, plats, variances and planned-development amendments. Two properties make this qualitatively different from permit feeds: capture happens hours after a packet posts and days before the hearing, so the record exists pre-decision; and the pipeline tracks a case through continuances and council movement, producing a full lifecycle trajectory rather than a single event. Purpose-built adapters exist per municipal platform (Legistar, CivicClerk, Granicus, Municode, CivicPlus, PrimeGov, DestinyHosted) plus source-status tracking recording when each city portal was last read. Delivered as JSON over an API and an MCP server exposing search_cases, get_petitioner_history, get_case and list_municipalities.
