A normalisation-and-access layer over municipal legislative records rather than a collected archive: ten REST endpoints returning structured JSON for bills, ordinances, resolutions, motions, committee actions, meeting agendas, elected officials, committee assignments, staff contacts and official attachments across 1,800+ US municipalities. The underlying records are municipal Legistar (Accela) legislative-management data exposed via each city's OData feed; Scavio's contribution is unifying wildly inconsistent per-municipality OData shapes and filter semantics into one response schema with authentication, rate limiting, usage tracking and credit-based billing. Explicitly operates live with no caching, so it is an access product, not a historical corpus.
