A continuously refreshed entitlement-risk layer over US local government land-use decision-making. Agents read governing-body vote records, planning-department filings, assessor data, and public-comment/opposition activity across 3,200+ jurisdictions on a 2-hour cadence, and derive two scored products: (1) a Jurisdiction Risk Score covering every US authority having jurisdiction across 11 dimensions — voting history, approval velocity, staff receptivity, legislative environment, design burden, incentive landscape and community opposition among the named dimensions, with the score updating when underlying data changes rather than on a quarterly cycle; and (2) an Entitlement Certainty Score built directly from vote records (e.g. a planning commission approving 11 of 12 industrial applications last year, or 3 of 7 council members voting no on comparable projects this cycle). Supporting layers: per-jurisdiction Approval Path analysis mapping which bodies must act, in what sequence, under what findings standard, with what typical timeline; Opposition Mapping tracking which organised groups filed comments, attendance at hearings, and whether opposition is intensifying or receding; and Parcel Screening cross-referencing parcel geometry, zoning classification, use tables, ownership type, infrastructure proximity and flood-zone status against project parameters to return a ranked shortlist.
