Supporting layers: per-jurisdiction Approval Path analysis mapping which bodies must act, in what sequence, under what findings standard, with what typical timeline; Opposition Mapping tracking which organised groups filed comments, attendance at hearings, and whether opposition is intensifying or receding; and Parcel Screening cross-referencing parcel geometry, zoning classification, use tables, ownership type, infrastructure proximity and flood-zone status against project parameters to return a ranked shortlist.
