A normalized, entity-resolved panel of European above-threshold public procurement drawn from TED (Tenders Electronic Daily): ~1.2M+ tenders indexed across 39 countries since January 2023 with three ingestion passes per day (the first running minutes after TED's morning publication), preserving the complete notice timeline per tender — contract notices, every amendment and republication with what changed in each version, and the award notice naming the actual winner and awarded value. On top sits a derived competitive-structure layer over 100,000+ buyer profiles: incumbency share at lot level, supplier concentration measured as HHI the way competition authorities do it, average bidding depth, an incumbent-since date reaching back to 2006 via the TED archive, and a per-market contestability rating. Supplier identities are resolved before counting — the same company under five spellings, abbreviations, or subsidiaries is merged into one supplier — and all values are normalized to EUR. Machine translation covers 24 official languages.
