Caribbean and Central American catastrophe exposure and vulnerability dataset behind the SPHERA tropical cyclone model (System for Probabilistic Hazard Evaluation and Risk Assessment). Five stacked layers: a national Exposure Module describing the built environment of each member country building-by-building and infrastructure-by-infrastructure; a Hazard Module computing near-real-time maximum wind speed and storm-surge height per event, re-used to generate the long-term probabilistic hazard; a Vulnerability Module holding the probability distribution of economic loss at each wind-speed and surge-height bin by construction type; a Loss Module producing ground-up loss; and an Insurance Module converting policy attachment, exhaustion and limit terms into sovereign payouts on NOAA-defined event parameters. The exposure database is the scarce asset - it is a purpose-built census of the built environment for countries that have no commercial exposure dataset, assembled for sovereign parametric insurance since the 2016/17 policy year and live in production for payout determination since the 2018/19 policy year.
