Indoor, room-level mobile network evidence corpus and a derived 'Delta Index' — the measured gap between what each operator's published coverage map CLAIMS at a given location and what occupant devices actually MEASURE inside the building. A passive on-device SDK records signal strength (RSRP), downlink and uplink throughput, network state, carrier identity and spatial position with no user action and under 1% battery impact; readings are validated for completeness, anomaly-flagged, then scored per operator per floor from A (claim matches reality) to F (significant shortfall). Two properties make this dataset scarce rather than merely another coverage feed. First, granularity: it is ROOM and FLOOR level, not street or H3-pixel level — indoor propagation is precisely where operator prediction models fail (the site's framing: ~95% claimed coverage versus ~62% measured indoor experience), and no coverage vendor sells room-level ground truth. Second, legal form: each output is a signed, timestamped, carrier-attributed, auditable evidence record in PDF plus machine-readable JSON, aligned to ITU-T E.812 and the BEREC crowdsourced QoS methodology, with a public methodology under academic validation — i.e. data admissible in contract negotiations, board reporting, regulatory enforcement and SLA disputes, which raw crowdsourced measurements are not. Site scope claims cover 170 countries and 500+ licensed operators, with an offline-first architecture for places connectivity tools cannot operate, plus UK Site Delta Audits (30-day passive measurement across all four UK operators, building-by-building grades with JSON export), pre-deployment all-operator on-site testing for SIM selection and DAS planning, H3-cell sub-kilometre time series, and estate-level site ranking for hotel chains, hospital trusts and university estates.
