(2) The genuinely non-obvious layer: a per-vessel exposure log built by joining user-supplied fleets to live vessel positions — zone entry and exit events, time accumulated inside a listed area, pre-entry 'approaching zone' warnings, and vessel state classes (safe / within 7 days of a zone / currently in zone), exported as a Fleet Exposure Summary and a Weekly Fleet Snapshot in spreadsheet form. That exposure history — which ship was inside which underwriter-defined war-risk polygon for how long, and when the polygon moved underneath it — is the latent asset; the JWC circulars themselves are public.
