Rwanda's statutory mining governance record and, behind it, the licensing and traceability data for one of Africa's most strategically important tin-tantalum-tungsten-gold provinces. The published layer is the legal corpus: the 2024 mining and quarry operations law, the 2024 minerals tax law, petroleum law, ministerial orders, regulations, guidelines, plus an investment pitchbook and prospectus describing available blocks. The layer beneath — held by the board rather than published — is the operational register: every trading and export permit holder, licence applicant, and the traceability tag records generated by the national mineral tracking system that now governs whether a batch can legally leave the country. That tag stream is the interesting asset, because Rwanda is a conflict-minerals compliance test case and its chain-of-custody data is the ground truth behind OECD-aligned 3TG declarations reaching European and US buyers.
