Nuclear licensing knowledge base produced as a byproduct of the platform's three workflows: (1) a structured, traceable rendering of decades of legacy plant documents recovered by high-recall OCR that recovers words, multi-page tables and hard-to-read handwriting and restructures them into searchable traceable formats; (2) a curated regulatory-and-plant corpus assembled for the Gordian research assistant combining regulatory guidance, curated datasets and plant-specific documents, with explainable traceable answers that expose which source passage supports each conclusion; (3) a licensing change-evaluation asset — cross-process change-control records across major NRC processes backed by plant-specific design-control bases and precedents, plus precedent, template and AI-assisted drafting output for licence amendment requests and renewals. The scarce asset is the pairings themselves: question to cited regulatory passage to accepted change evaluation, and legacy scanned page to corrected structured text, which no public NRC docket exposes.
