The published layer is tariff mechanics: a rail-mileage-based highway-diesel fuel surcharge schedule effective June 5, 2026 defining the trigger (DOE-EIA monthly US No. 2 Diesel Retail Sales all-sellers average at or above 375 cents/gal), the formula (1 cent per mile per railcar for each 4 cents/gal or portion by which the two-months-prior average exceeds 374.9 cents), the application lag (bills of lading dated on or after the first day of the second following calendar month), and a full tiered cents-per-gallon to cents-per-mile lookup table running from 0-374.9 = 0 through 587.0-590.9 = 54 and beyond. The genuinely proprietary layer is the reference the formula depends on: the ShipCSX rail-mileage look-up system, holding authoritative rail miles between origin, interchange(s) and destination, used to price both CSXT and joint-rate movements.
