The Netherlands' compulsory oil stockholding record: the national stockholding obligation computed under IEA and EU net-import methodology, the composition rules imposed on it (stocks held inside the EU, at least one third in refined products such as gasoline, diesel and jet fuel), and the physical storage portfolio COVA maintains to discharge the part of the obligation not placed on the oil industry itself. Crucially, COVA owns no storage - it leases tankage and cavern space under long-term contracts from external storage providers, so the record comprises those storage contracts, tariffs and location choices across the Netherlands, underground salt caverns in the east of the Netherlands where diesel is sampled and stored, and from 2025 an underground cavern in northern Germany for gasoline. Layered on top are the agency's own oil and oil-storage market analyses, an annual stockholding overview, audited financial statements covering the cost of holding the national buffer, and a public oil dashboard of current national market figures.
