Joined federal maritime compliance dataset with derived scores: USCG Port State Control PSIX weekly FOIA releases from the MISLE database (247,816 inspections over three years, deficiency citations broken out by system and component, operational control orders including detentions, keyed on the stable MISLE Vessel ID), joined at operator level to the Army Corps of Engineers Waterborne Transportation Lines of the United States fleet registry — the only complete registry of US commercial vessel operators and fleet characteristics, carrying 11 years of commodity-flow data across 589,868 data points. Two 100-point composite scores per entity (a vessel compliance score and an operator fleet score on the same scale, operators aggregated from their fleets) with a detention-driven hard score floor (one detention caps the component at 40, two at 20, three or more at 0), a recidivism and detention-rate dimension at operator level, and a data-confidence modifier keyed to the share of a fleet with actual USCG inspection coverage. Coverage: 44,241 vessels and 2,192 fleet operators.
